Historical Note Proposition 64 was a California ballot initiative sponsored by activists associated with Lyndon H. LaRouche in 1986. Proposition 64 would have declared AIDS an "infectious, contagious and easily communicable disease" under the state's health law, "thereby requiring that all cases of infection be reported to the authorities.
